Depends on the battery, the charger, and anything else attached to it. In most cases, for low-energy devices, the answer is yes. You'd be drawing the current from the charger rather than the battery, and the battery ends up being charged slower. There is some risk that you end up messing with the charge cycle. For example charge termination in lithium-ion batteries are often determined when the charge current drops to some pre-defined threshold (e.g. 1/10C) in CV mode. However if you are drawing current, charge termination may not be correctly detected as current consumption is high. This may lead to a small amount of overcharge and extra heat generated and a small loss of battery life on the long term. The actual consequences may be minor and will depend on how the charger behaves and how it handles charge termination.
